Cable and Connections: Inspect the grounding cable for cuts, fraying, exposed wires, or loose connections at both ends (tip of rod and earth clamp). Make sure the earthing clamp is clean and functional. 

Cleanliness: Make sure the rod is clean and perfectly dry. Dirt and moisture greatly lower its dielectric strength. 

Find a Sound Ground Point:  Make sure the ground point itself is clear of paint, rust, or corrosion that may interfere with a satisfactory electrical contact.
